Reportnig Services Add-In Will Not Install

I have been trying now for five days to get the Add-In for Reporting Services and Sharepoint to install. I've been reading the previous posts and they don't address the issue. Here's the scenario:

- I am logged in as a local admin

- I have Windows Server 2003, Service Pack 1 installed

- The box in question is up to date with patches, etc.

- I have SQL 2K5 Service Pack 2 installed

- There is NO RS_SP log file generated anywhere

- There are no ReportServer.<culture>.resx files anywhere in the Sharepoint web site

I am at an absolute loss as to what is going on. Shouldn't this be a lot easier than this?

Same problem here except that the RS_SP Log file is there. And reports as follows

copyappbincontents command completed successfully.
Adding Report Server feature to farm.
Report Server feature was already installed.
Activating Report Server feature to root level site collections.
Activating feature in web app 'SharePoint - 80'
Activating feature to root site collection: http://avapt003
Feature already activated in site collection http://avapt003
Activateing Report Server feature in all admin site collections.
Activating feature in web app ''
Activating feature to root site collection: http://avapt003:1600
******* User does not have permission to add feature to site collection: http://avapt003:1600
Updating DocIcon.xml file
DocIcon.xml file updated.

The problem is that the administrator on the box (the logged in account) is the "Primary Site Collection administrator" and is a member of the "Farm Administrators" group.

If anyone can solve this issue I would be very thankful.
